Drawn up, it speaks of The garden is the tended psyche, the inner life somebody is actually showing up for, nature and intention holding hands. A garden in bloom means the slow, daily, unglamorous work of cultivation is taking.
Drawn down, it warns of An overgrown or dead garden is the inner life abandoned to weather, gifts gone to weed from neglect. A walled garden you can't find the gate to is your own tenderness locked away from you.
